Beginning January 1, 2026, the Minnesota Paid Leave program will provide eligible employees with partial wage replacement and job-protected leave for certain medical and family-related needs. Employers, including churches and religious organizations, must take action to be prepared for this new program, including submitting wage reports to the state, providing notice to employees, and deducting/remitting premium contributions if participating in the state program (instead of an equivalent plan).

FALL 2025

  • Create a Paid Leave Administrator Account
  • Verify employees covered under Minnesota Paid Leave – independent contractors, self-employed individuals, and pastors are not automatically covered. The state has said employees paying SECA tax (instead of FICA) can opt into Minnesota Paid Leave coverage on their own by applying with the state.
  • Decide if the employer will pay the entire premium (.88% of wages for employers with more than 30 employees or .66% of wages for employers with 30 or fewer employees) or whether employees will share in the premium cost (up to .44% of wages). The Minnesota Paid Leave premium calculator provides an estimate of the quarterly premiums due beginning in April 2026. 

BY DECEMBER 1, 2025 

  • Post required workplace poster
  • Distribute individual notices to all employees and have employees acknowledge receipt of the notice – a sample employee notice can be found here

JANUARY 1, 2026

  • Eligible employees can apply for Minnesota Paid Leave. The state determines eligibility and pays benefits weekly. Employers can log into their Minnesota Paid Leave account to track employee usage.
  • Review payroll to ensure employee premium deductions begin on January 1 (if employees are sharing in the premium cost).

BY APRIL 30, 2026

  • Make first quarterly Minnesota Paid Leave premium payment to the state.
